This error appears when you are trying to sign in to too many computers, or you are trying to reset your machine license ID too soon.
On rare occasions when working from a USB, external hard drive or something similar, it can skew your machine ID and may create this problem.
Solutions
If you are working from a USB/external hard drive or something similar, save your information on to your computer/laptop, remove the external drive and try to sign in again.
